Fianna Fáil and the Progressive Democrats formed a coalition government. The Progressive Democrats were allocated two cabinet seats, with Mary Harney continuing as Minister for Enterprise, Trade and Employment, and Michael McDowell appointed as Minister for Justice. The Progressive Democrats also held two junior ministries at Health (Tim O'Malley) and Agriculture (Tom Parlon).
