Born Mullinavat, Co. Kilkenny, September 1952. Married to Kathleen Noonan, two sons, two daughters. Educated St. Kierans College, Kilkenny. Full-time Public Representative. Formerly Laboratory Technician. First elected 1977 and at each subsequent election.

Appointed Minister of State at the Department of Agriculture and Food (with special responsibility for Animal Health and Welfare and Customer Service) 18th June 2002. Minister of State at the Department of Education (with special responsibility for Youth and Sport) 1992-1994. Minister of State at Department of Energy 1988-1989. Member of Kilkenny County Council 1974–1992 and 1999-2002. Member and former Chairman of South Eastern Health Board. Member of Council of Europe 1987-1992. Son of Bob Aylward, Senator 1973-1974.
