Born Skibbereen, Co. Cork 31st March 1941. Married to Maeve O'Sullivan, one son, seven daughters. Educated St. Fachtna's, Skibbereen, UCC, UCD and the Incorporated Law Society. Full-time Public Representative. Formerly Solicitor. First elected 1977 and at each subsequent election.

Appointed deputy spokesperson on Justice, Equality and Law Reform, June 2002. Member Committee on European Affairs. Front Bench spokesperson on Foreign Affairs, 2001-2002. Spokesperson on Social, Community and Family Affairs 1997-2001. Vice-Chairman of the All Party Oireachtas Committee on the Constitution (former Chairman) 1997-2002. Minister of State for Finance and Public Service 1986-1987. Minister of State for Foreign Affairs 1982-1986. Fine Gael spokesperson on Foreign Affairs 1991–1992; Justice 1989-1991; Social Welfare 1988-1989; Agriculture 1987-1988; Health 1982; Security 1980–1981; Foreign Affairs 1979–1980; Law Reform 1977-1979. Chairman Dáil Consolidation Committee 1981-1982. Member of the Council of Europe 1991-1992. Fine Gael Director of Organisation and Policy 1993-1994.
